"...The "present" at the session was given by the member of parliament of Ilia of the N.D. Dora Avgerinopoulou, while suggestions were made by Mr. Panagiotis Galanis, lawyer, on the subject of Environmental licensing and the Natura 2000 network according to national and EU law and Mr. Nikos Alexandropoulos, architect-urban planner with the subject "Violations and omissions in the implementation of Directive 92/43/EEC and the national environmental legislation during the issuance of the PD for the protection of the Cypress".

In his introduction, Mr. Galanis thoroughly developed the environmental licensing legislation specifically in Natura areas, to conclude that licensing is not a neutral process. It constitutes state intervention in an investment, although necessary, but not to such an extent as to paralyze all action. "How is public law re-evolving through environmental permitting? Is there control? If we had full planning would we have anchorages?", he asked, pointing out that there is an issue in the application of EU law and whether it is understood what should be applied.
